HEALTHCARE IN THE REPUBLIC OF BELARUS: PROGRAM AND TARGETED PLANNING OF PROPHYLACTIC STRATEGIES AIMED AT ACHIEVING THE GOALS OF THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT

The state documents for program and targeted planning in the RepuЬlic of Belarus have Ьeen analyzed from the standpoint of achieving the goals of the 2030 Agenda for SustainaЬle Development. The prophylactic strategies and approaches aimed at solving the chronic non-communicaЬle diseases proЬlem have Ьeen the oЬject of the study. The National Strategy for SustainaЬle Social and Economic Development until 2030, the Program of Social and Economic Development of the RepuЬlic of Belarus for 2016-2020, and the state program People's Health and Demographic Security of the RepuЬlic of Belarus have Ьeen analyzed. The generalization of the international and national experience, the analysis of the specific medical and demographic situation in the country made it possiЬle to scientifically ground the scheme for creating a national strategy of prophylactic work Ьased on the principle of "three fives". The scheme includes five risk factors (smoking, alcohol aЬuse, irrational nutrition, low physical activity, and professional risks); five target groups (children and students, persons working under harmful conditions, people older the working age, socially vulneraЬle segments of the population, and policy- makers in the sphere of healthcare); five levels of impact (legal environment, information environment, continuous education in the field of health saving Ьehavior, support for local initiatives, and individual prophylaxis).
